Rural Community Immigration Pilot (RCIP)
The Rural Community Immigration Pilot (RCIP) is a new, community‑driven immigration program launched by the Immigration, Refugees and Citizenship Canada (IRCC) in 2025. The RCIP offers a pathway to permanent residence for skilled workers willing to live and work in selected rural communities across Canada — addressing labour shortages, supporting local businesses, and promoting long‑term settlement outside major urban centres.
Under the RCIP, each participating community works with local economic‑development organizations and designated employers to identify labour needs. Once you secure a qualifying job offer and are recommended by the community, you may be eligible to apply for permanent residence.

Note: Each community defines its own list of designated employers, priority sectors, and eligible occupations — these vary depending on local labour‑market needs (e.g. health care, trades, manufacturing, agriculture, services, etc.).
How RCIP Works – Step By Step
- Job Offer from a Designated Employer — You must secure a full‑time, non‑seasonal job offer from an employer approved by the community under RCIP.
- Community Recommendation — The local economic‑development organization reviews your profile, confirms your suitability and genuine intent to settle, and issues a community recommendation.
- Permanent Residence Application — Once recommended, you submit your permanent residence application to IRCC under the RCIP pathway.
- Settlement Support & Long‑Term Integration — Upon approval, you and your family relocate to the community, with access to settlement services, local support networks, and long-term employment opportunities.
